On Wednesday, February 15, 2017, the Texas Committee of Health and Human Services held a hearing regarding Texas Senate Bill 415 (SB 415). SB 415 prohibits dismemberment abortions, in which a person, with the purpose of causing the death of an unborn child, dismembers the unborn child and extracts the unborn child one piece at a time from the uterus.
