Testimony of CLI Associate Scholar Elizabeth Kirk, J.D. before the Pennsylvania House Judiciary Committee
On October 22, 2025, the Pennsylvania House Judiciary Committee held a hearing for House Bill (HB) 1957. HB 1957 is a constitutional amendment that would allow minors to get abortions without parental knowledge or consent, would remove any limiting framework on abortion (e.g., abortion would be legal at any stage of pregnancy), and could lead to taxpayer funding of abortion.
CLI Associate Scholar Elizebeth Kirk, J.D. gave a testimony at the hearing, expertly breaking down the issues with this bill from a legal perspective. She shared how HB 1957’s intent to provide “reproductive liberty” would encompass many things in addition to abortion, including sterilization. In other words, HB 1957 “goes far beyond what Roe did”.
