Lozier Institute Hires Stephen M. Billy as Executive Director

Former Trump Admin Official to Spearhead Expansion of Pro-life Scholarship
Washington, D.C. – Charlotte Lozier Institute (CLI), the research arm of Susan B. Anthony List (SBA List), is pleased to announce today that Stephen M. Billy has joined the organization as CLI executive director.
Prior to joining CLI, Mr. Billy worked in the Trump administration from 2017-2020, serving as senior advisor at the White House Office of Management and Budget, deputy chief of staff at the Office of Personnel Management, and deputy chief of staff at the Bureau of Industry and Security. Billy also served as chief of staff to a North Carolina pro-life congressman.
Mr. Billy played a key role in developing policies to enhance efficiency and effectiveness of the federal government through government-wide policy, including advancing numerous executive orders. On joining the Lozier Institute, Mr. Billy said:

CLI’s research is needed now more than ever as the pro-life movement faces a president and Congress determined to expand abortion on demand, paid for by taxpayers. Mr. Billy is a North Carolinian by way of New Jersey. He earned a Bachelor of Arts degree in political science from Rutgers University and a Juris Doctor degree from Widener University Commonwealth Law School. While in school he spent two summers in rural South Africa working for an international development nonprofit.
Charlotte Lozier Institute was launched in 2011 as the education and research arm of Susan B. Anthony List. CLI is a hub for research and public policy analysis on some of the most pressing issues facing the United States and nations around the world. The Institute is named for a feminist physician known for her commitment to the sanctity of human life and equal career and educational opportunities for women. The 175th anniversary of Dr. Charlotte Denman Lozier’s birth occurred on March 15, 2019.
