Abortion Reporting: New York (2023)

New York’s 2023 abortion statistics were published online by the New York Department of Health in January 2026, showing that abortions performed on New York residents increased 3% from 2022. In what follows, the information in the abortion report published by the state will be summarized. The data published by the state does not include the total number of abortions obtained by nonresidents in the state, New York residents obtaining abortions out of state, or the number of self-managed abortions on women outside of the healthcare system. It is also unlikely that the report contains the number of mail-order abortion drugs obtained by New York residents prescribed by licensed abortion providers in New York or other states.  In a separate section, Charlotte Lozier Institute (CLI) will describe data provided by the Guttmacher Institute’s Monthly Abortion Provision Study that details the total number of abortions that occurred in the state in 2023, the number of women who traveled to New York to obtain abortions and their states of residence in 2023, as well as the number of abortions obtained by New York women in other states in 2023. Guttmacher’s abortion estimates include the number of abortions obtained at brick-and-mortar facilities and those provided via telehealth and virtual providers in the United States.

New York defines abortion as “the termination of pregnancy pursuant to section twenty-five hundred ninety-nine-bb of this article” (NY Pub Health L § 2599-BB-1). The section referred to describes a lawful abortion as being performed when a patient is “within twenty-four weeks from the commencement of pregnancy, or there is an absence of fetal viability, or the abortion is necessary to protect the patient’s life or health” (NY Pub Health L § 2599-BB). In November of 2024, voter approval of Proposition One enshrined abortion protections in the state constitution, though the law already allowed abortion throughout pregnancy due its broad health exception.

Statistics and Changes in New York Abortions, 2022-2023

The change in abortions and the abortion rate reflects abortions performed on New York residents only. The report does not include information on Planned Parenthood’s New York abortion market share.

Abortion Totals and Trends

In 2023, there were 70,562 abortions performed in New York on state residents, up 3% from the previous year. Drug-induced abortions increased by 5% (Fig. 1). CLI estimates that New York’s resident abortion rate was 18.0 abortions per 1,000 women of childbearing age, up 2% from the previous year (Fig. 2).1  

State Report Summary

Of the 70,562 abortions performed on residents of New York, 65% were obtained by women from New York City and 35% by women from other parts of the state. The state’s reported “New York City” abortion total of 45,715 equaled the combined number of abortions from each of the city’s five boroughs—Brooklyn (Kings County), the Bronx, Queens, Manhattan (New York County) and Staten Island (Richmond County).Brooklyn (Kings County) abortions composed 19% of the state’s resident abortion total, while both Queens and Bronx women each obtained 17% of the state’s total, and Manhattan (New York County) obtained 9% of the state’s total. Lastly, Staten Island residents obtained 2% of the state’s total. The top five county abortion totals outside of New York City in 2023 included:

  • Suffolk County- 3,264 abortions (5% of the state’s resident total)
  • Westchester County- 3,151 abortions (4%)
  • Nassau County- 2,956 abortions (4%)
  • Monroe County- 1,901 abortions (3%)
  • Erie County- 1,839 abortions (3%)

New York’s state abortion report does not include information on abortions obtained by nonresidents.

Nine percent of the abortions obtained by New York residents were performed on girls under the age of 20, including 3% on girls ages 17 and younger. Twenty-six percent were performed on women ages 20 to 24, and 27% were performed on women ages 25 to 29. Twenty-two percent of the abortions were performed on women ages 30 to 34, and 12% were performed on women ages 35 to 39. Women ages 40 and older obtained 4% of the abortions. Maternal age was not reported for 43 abortions.

Thirty-one percent of New York abortions were obtained by non-Hispanic black women, and 4% by Hispanic black women. Sixteen percent were obtained by non-Hispanic white women, and 7% of abortions were obtained by Hispanic white women. Non-Hispanic women of other races obtained 9% of the abortions that were performed on New York residents. Maternal race was not reported for 34% of the abortions obtained by resident women. Seventy-two percent of the abortions were performed on non-Hispanic women, compared to 28% on Hispanic women.

Sixty-four percent of the abortions performed on New York residents occurred earlier than nine weeks of gestation. Eleven percent were reported between nine and 10 weeks of gestation, and 5% occurred between 11 and 12 weeks. Four percent of the abortions were performed from 13 to 15 weeks of gestation. Three percent occurred between 16 and 19 weeks. Two percent of New York resident abortions (1,627) were performed at 20 weeks of gestation or later. The gestational age was not reported for 11% of the abortions. To see the gestational breakdown of abortions in 2023 compared to 2022, see below:

New York State no longer reports on abortion procedures by the specific abortion method (e.g. suction curettage, dilation and evacuation) but rather in general categories of procedural versus medical abortion. Fifty-one percent of abortions were categorized as procedural and 46% were categorized as medical. Other methods accounted for 2% of the abortions performed on state residents. The method was unknown for 412 abortions (0.5%).

Most New York resident abortions (91%) occurred in nonhospital facilities, while 9% were performed in hospitals. Fifty percent of abortions were funded by state Medicaid. Due to the Hyde Amendment, federal Medicaid funds do not pay for abortions in the majority of cases, but some states, including New York, choose to use their own state Medicaid dollars to fund abortions for Medicaid enrollees. Twenty-seven percent of abortions were covered by other insurance, and 3% were covered by HMO plans. Thirteen percent of the abortions were self-paid. There were 407 abortions funded by multiple sources, while the source of payment was not reported for 7% of the abortions.

2023 and 2024 Guttmacher Data3

Guttmacher estimated that 118,790 abortions occurred in New York in 2023. Also in 2023, an estimated 720 New York women traveled to other states to obtain an abortion—410 to New Jersey, 160 to Connecticut, and 110 to North Carolina. Guttmacher additionally estimated that 5,370 of the 118,790 abortions performed in the state in 2023 were performed on nonresidents. Guttmacher’s total abortion estimate includes all abortions occurring in the state, including those obtained by non-resident women in New York (5,370) as seen above. But while this accounts for some of the discrepancy between New York state’s total (70,562), which does not include non-resident abortions, and Guttmacher’s (118,790), there is still a large difference between the two totals due to reported resident totals. Guttmacher’s resident total of 112,880 is significantly higher than the state’s resident total of 70,562. One partial explanation for the remaining discrepancy is that Guttmacher’s estimates include both abortions occurring at brick-and-mortar facilities and telehealth abortions, where abortion drugs are mailed to women, while the state likely does not account for telehealth abortions. CLI emailed the New York DOH to inquire whether the state collects and includes telehealth data in its reported totals but did not receive an answer. The Society for Family Planning (SFP) provides additional context. Its #WeCount project estimated that of 113,550 abortions,103,660 were performed at brick-and-mortar facilities and 9,890 were performed via mail-order abortion drugs.5 There remains a significant discrepancy between New York state’s abortion totals and Guttmacher and SFP’s totals, even after accounting for non-resident women and telehealth abortions. The reason for the remaining difference is unknown.

State Ranking

In 2024, CLI published a paper reevaluating abortion reporting requirements across the country, with New York ranking as tied for 38th place. New York could improve its reporting by improving the accuracy and completeness of the abortion data it collects, including reporting on the number of women’s prior abortions and on the specific abortion method used as New York had in its past reports. New York could also collect and report data related to abortion complications.

New York rates were calculated by CLI using the following formula: (total number of abortions performed in New York ÷ number of resident women ages 15-44 [based on most recent population estimates]) x 1,000. Rates may differ slightly from previous CLI articles due to revised population estimates. Population estimates were obtained from the CDC WONDER database. Estimates for 2005-2009 are intercensal estimates of the July 1 resident population. Estimates for 2010-2019 are Vintage 2020 postcensal estimates of the July 1 resident population. Estimates for 2020-2023 are Vintage 2024 postcensal estimates of the July 1 resident population. Estimates were produced by the U.S. Census Bureau and the National Center for Health Statistics.
  2. Provider totals do not include hospitals or physician offices not listed in databases that compile abortion provider locations in different states, but do include Planned Parenthood locations, independent abortion centers, and hospitals/doctor’s offices included in databases like Abortion Finder and Ineedana. This information is updated as of March 31, 2026.
  3. The Guttmacher Institute notes that their monthly abortion totals by states are estimates and that each state’s estimate is within a range of uncertainty. Guttmacher also notes that their estimates do not reflect abortions obtained by women in pro-life states under shield laws in effect in pro-abortion states. CLI previously published Guttmacher’s estimates for New York abortion totals in 2023 and 2024 as well as New York resident and non-resident abortion travel in 2023 in its 2022 New York abortion report. Guttmacher regularly updates its data, so the estimates contained in this report differ from the estimates in the 2022 report. This information is updated as of March 31, 2026. Guttmacher’s abortion estimates on their public-facing online dashboard differ slightly from the totals in their spreadsheets. CLI utilized Guttmacher’s spreadsheet titled “MonthlyAbortionProvisionMonthly.xlsx” which was published on November 18, 2025. This spreadsheet can be found here under ‘Formatted Tables’.

  5. #WeCount’s data can be found here by downloading the “Report data tables [.xlsx]” document. The #WeCount report specifies that the numbers included in their tables for abortions performed under shield laws only represent the number of women whom abortion drugs were sent to, not the number of drug-induced abortions that were a result of the mailed drugs. However, because #WeCount’s data is the only source of data that delineates the number of abortions by mode of provision (in-person, telehealth/mail order, and/or abortion drugs obtained under shield laws) their data is the best available.
