Abortion Reporting: New York (2022)

New York’s 2022 abortion statistics were published online by the New York Department of Health in March 2025, showing that abortions performed on New York residents increased significantly from 2021. In what follows, the information in the abortion report published by the state will be summarized. The data published by the state does not include the total number of abortions obtained by nonresidents in the state, New York residents obtaining abortions out of state, or the number of self-managed abortions on women outside of the healthcare system. It is also unlikely that the report contains the number of mail-order abortion drugs obtained by New York residents prescribed by licensed abortion providers in other states. Lastly, it is unknown if the drug-induced abortion total included in the state’s report includes mail-order abortion drugs prescribed by licensed providers in the state and mailed to residents. In a separate section, Charlotte Lozier Institute (CLI) will describe data provided by the Guttmacher Institute’s Monthly Abortion Provision Study that details the total number of abortions that occurred in the state in 2022 and 2023, the number of women who traveled to New York to obtain abortions and their states of residence in 2023, as well as the number of abortions obtained by New York women in other states in 2023. Guttmacher’s abortion estimates include the number of abortions obtained at brick-and-mortar facilities and those provided via telehealth and virtual providers in the United States.

Statistics and Changes in New York Abortions, 2021-2022

The change in abortions and the abortion rate reflects abortions performed on New York residents only. The report does not include information on Planned Parenthood’s New York abortion market share.

Abortion Totals and Trends

In 2022, there were 68,388 abortions performed in New York on state residents, up 15% from the previous year. Drug-induced abortions increased by 27% (Fig. 1). CLI estimates that New York’s resident abortion rate was 17.6 abortions per 1,000 women of childbearing age, up 16% from the previous year (Fig. 2).1

New York’s state abortion report does not include information on abortions obtained by nonresidents. Separately from the state report, New York reported to the U.S. Centers for Disease Control and Prevention (CDC) that 72,710 total abortions, including 32,462 drug-induced abortions, occurred in 2022. Even if one subtracted the number of out-of-state residents who obtained abortions in New York state as reported to the CDC for 2022 (4,183 abortions), the number of resident abortions reported to the CDC (68,527) and published in the state reports (68,388) differ. Furthermore, the CDC report noted that 46,373 women obtained abortions in New York City but adjusting for the number of out-of-state residents who obtained abortions in NYC (46,373) does not compute to the same number of residents who obtained abortions in New York City as reported by the state (43,652). The same is true for the number of abortions obtained by residents in other areas of the state, excluding New York City, as reported in the CDC report (26,337) and the state’s separate abortion report (24,736). Reasons for these discrepancies are not provided in New York’s abortion report.

State Report Summary

Of the 68,388 abortions performed on residents of New York, 64% were obtained by women from New York City, and 36% by women from other parts of the state.

Eight percent of the abortions performed on New York residents were on girls under the age of 20, including 3% on girls ages 17 and younger. Twenty-six percent were performed on women in their early twenties, and 28% were performed on women in their later twenties. Twenty-one percent of the abortions were performed on women ages 30 to 34, and 12% were on women ages 35 to 39. Women ages 40 and older obtained 4% of the abortions. Maternal age was not reported for 27 abortions.

Thirty-four percent of New York abortions were obtained by non-Hispanic black women, and 4% by Hispanic black women. Eighteen percent were obtained by non-Hispanic white women, and 6% of abortions were obtained by Hispanic white women. Non-Hispanic women of other races obtained 9% of the abortions that were performed on New York residents. Maternal race was not reported for 29% of the abortions obtained by resident women. Seventy-five percent of the abortions were performed on non-Hispanic women, compared to 25% on Hispanic women.

Twenty-seven percent of the abortions were performed on women who reported no previous abortions. Twenty-three percent were performed on women with one prior abortion, and 36% were obtained by women with two or more previous abortions. The number of prior abortions, if any, was not reported for 14% of the abortions.

Sixty-two percent of the abortions performed on New York residents occurred earlier than nine weeks of gestation. Twelve percent were reported between nine and 10 weeks of gestation, and 6% occurred between 11 and 12 weeks. Four percent of the abortions were performed from 13 to 15 weeks of gestation. Three percent occurred between 16 and 19 weeks. Two percent of New York resident abortions (1,473) were performed at 20 weeks of gestation or later. The gestational age was not reported for 11% of the abortions. The total number of abortions performed at every gestational increment increased from 2021 to 2022. Multiple abortion methods can be reported for each abortion, so the number of abortions reported for each type of abortion procedure adds up to more than the total number of New York resident abortions. Suction curettage was used for 44% of abortions, while 46% were induced with abortion drugs. Nine percent of abortions were performed using dilation and evacuation, and 3% were dilation and curettage procedures. Saline injections were used for 141 abortions (0.2%), and prostaglandins were used for 51 abortions (0.1%). Other unspecified procedures were used for 401 abortions (0.6%).

Most New York resident abortions (91%) occurred in nonhospital facilities, while 9% were performed in hospitals. Fifty percent of abortions were funded by state Medicaid. Due to the Hyde Amendment, federal Medicaid funds do not pay for abortions in the majority of cases, but some states, including New York, choose to use their own state Medicaid dollars to fund abortions for Medicaid enrollees. Twenty-six percent of abortions were covered by other insurance, and 4% were covered by HMO plans. Eleven percent of the abortions were self-paid. There were 591 abortions (0.9%) funded by multiple sources, while the source of payment was not reported for 8% of the abortions.

2023 and 2024 Guttmacher Data3

Guttmacher estimated that 120,990 abortions occurred in New York in 2023, and 119,070 in 2024. Also in 2023, an estimated 720 New York women traveled to other states to obtain an abortion—430 to New Jersey, 170 to Connecticut, and 120 to North Carolina. Guttmacher additionally estimated that 5,210 of the 120,990 abortions performed in the state in 2023 were performed on nonresidents. State Ranking

In 2024, CLI published a paper reevaluating abortion reporting requirements across the country, with New York ranking as tied for 38th place. New York could improve its reporting by improving the accuracy and completeness of the abortion data it collects. Additionally, New York failed to meet standards for inclusion in several tables in the 2022 CDC report. New York could also collect and report data related to abortion complications.

Estimates for 2005-2009 are intercensal estimates of the July 1 resident population. Estimates for 2010-2019 are Vintage 2020 postcensal estimates of the July 1 resident population. Estimates for 2020-2022 are Vintage 2022 postcensal estimates of the July 1 resident population. Estimates were produced by the U.S. Census Bureau and the National Center for Health Statistics.

Provider totals do not include hospitals or physician offices not listed in databases that compile abortion provider locations in different states, but do include Planned Parenthood locations, independent abortion centers, and hospitals/doctor’s offices included in databases like Abortion Finder and Ineedana.
