According to a data point in Planned Parenthood’s annual report for 2016-2017, the organization received $543.7 million in funds from all levels of government in that fiscal year.[1]  These funds are largely from the U.S. government and primarily from the Medicaid program, which is the primary federal-state program paying for direct medical services to the poor, defined for most purposes as individuals and families with incomes at or below 138% of the federal poverty line (FPL).

 

After Medicaid, the Title X federal family planning program is the second highest government funding stream for Planned Parenthood. In addition, a variety of other federal programs, featuring grants, contracts, and other reimbursement schemes, provide tax dollars to Planned Parenthood.  A Government Accountability Office report released in March 2018 provides a list of the federal programs that provide such funding and allows construction of a table of amounts and rough percentages each conduit provides out of the national total.[2]

 

From 2013 to 2015, Planned Parenthood spent a total of $1.5 billion in federal program funds, including combined federal and state funds under federal programs. Of this total, Planned Parenthood received $1.2 billion in reimbursements from Medicaid, and the remaining $289 million came from various programs under the Department of Health and Human Services as well as the departments of Agriculture, Education, Homeland Security, Housing and Urban Development, and Justice.[3]
