Medicaid covers abortions only in rare cases. Since 1976, federal funding for Medicaid has been passed by Congress with an annual rider known as the Hyde Amendment, which limits federal dollars from funding abortion except in instances of rape, incest, or danger to the life of the mother. Some states have chosen to use their own state funds to pay for the abortions of women enrolled in Medicaid, but under the Hyde Amendment, this funding must be maintained separately from the federal Medicaid program.

There were 1,203 abortions reported in Vermont in 2017, down seven percent from the 1,298 reported in 2016. Of the abortions reported in 2017, 639 were chemical abortions, a decrease of almost 10 percent from the previous year. Chemical abortions made up 53 percent of the abortions reported in 2017.

Of these, 46 report the gestational ages at which abortions are performed, and 43 report gestational age with enough granularity to allow for a count of late-term abortions. CLI has compiled a table below showing the number of abortions reported as performed close to or after 20 weeks of gestation in these 43 reporting areas.

In March 2018, the Government Accountability Office (GAO) published a report examining federal government program funding of Federally Qualified Health Centers and three abortion advocacy groups, including International Planned Parenthood Federation (IPPF) and Marie Stopes International (MSI) from 2013 to 2015. IPPF received a total of $14 million in federal program funding over these three years, and MSI received a total of $107 million.
