Abortion Reporting: Idaho (2024)
In 2024, only two abortions at brick-and-mortar facilities in Idaho were reported to the state’s Department of Health & Welfare, both of which were drug-induced. Unlike in years past, Idaho didn’t publish an annual abortion report and a report on the number of abortions by fertilization age. Instead, the Department only published the postfertilization report. Of the two abortions reported, one was performed at 13-15 weeks postfertilization (15-17 weeks of gestation), and one was performed between 16 and 19 weeks postfertilization (18-21 weeks of gestation).
After Roe v. Wade was overturned in June 2022, the state prohibited abortion from conception in August of that same year, except in cases where a continued pregnancy threatened the life of the mother or in cases of rape and/or incest during the first trimester of pregnancy. This law remains in effect.
The data published by the state does not include the total number of abortions obtained by Idaho residents out of state or the number of self-managed abortions performed by women outside of the healthcare system. The report also does not contain the total number of mail-order abortion drugs obtained by Idaho residents prescribed by licensed abortionists in other states with shield laws. Below, Charlotte Lozier Institute (CLI) will describe data provided by the Guttmacher Institute’s Monthly Abortion Provision Study that details the total number of Idaho women who traveled out of state to obtain an abortion in 2024. Guttmacher’s abortion estimates include the number of abortions obtained at brick-and-mortar facilities and those provided via telehealth and virtual providers in states where such abortions are still legal. CLI will also describe data from the Society of Family Planning’s #WeCount project that details the number of abortion drugs mailed to Idaho women.
Guttmacher Data
In 2024, Guttmacher estimated that 1,000 Idaho women traveled out of state to obtain abortions. For the number of abortions obtained by Idaho women in other states according to Guttmacher, see the following table:1
| States Traveled to by Idaho Women | # of Abortions Obtained by Idaho Women Who Traveled to Other States to Get Abortions, 2024 |
| Washington | 440 |
| Utah | 350 |
| Oregon | 210 |
| Total | 1,000 |
#Wecount reported that abortion drugs were mailed to 750 Idaho women.2 While the state reported that two abortions occurred at brick-and-mortar facilities within state lines, other sources of data provide a more complete picture of abortion totals in the state.
Complications Data3
Idaho’s 2024 complications report noted that there was one complications report provided to the Bureau of Vital Records and Health Statistics related to an abortion that either occurred in 2024 or prior to 2024. The reported complication was a psychological or emotional condition “such as depression, suicidal ideation, anxiety or a sleeping disorder.” No additional information regarding what type of abortion the woman obtained was provided.
State Ranking
In CLI’s 2024 reevaluation of abortion reporting requirements across the country, Idaho’s reporting was tied for 12th best. Idaho could improve its reporting by listing the reason why women are seeking abortions, as some other states do. Idaho could also start publishing its annual abortion reports as it has in the past.
- The Guttmacher Institute notes that its monthly abortion totals by states are estimates and that each state’s estimate is within a range of uncertainty. Guttmacher also notes that their estimates do not reflect self-managed abortions or those obtained by women in states with total abortion bans under shield laws. This information is updated as of August 28th, 2025. Guttmacher’s travel and residence data can be found here(State_Abortion_Travel_2024.csv).
- #WeCount’s data can be found here by downloading the “Report data tables [.xlsx]” document. The #WeCount report specifies that the numbers included in their tables for abortions performed under shield laws only represent the number of women whom abortion drugs were sent to, not the number of drug-induced abortions that were a result of the mailed drugs. However, because #WeCount’s data is the only source of data that delineates the number of abortions by mode of provision (in-person, telehealth/mail-order, and/or abortion drugs obtained under shield laws), their data is the best available.
- Statistics on abortion complications reported here represent a minimal number of deaths and complications, as this data is collected in a non-systematic and non-verifiable way. As such, this data cannot be used to calculate either an accurate abortion mortality rate or an accurate abortion complication rate for the state.
