Jeanneane Maxon, J.D.

Associate Scholar

With almost 10 years of executive level non-profit leadership, Jeanneane Maxon, J.D. currently serves as a non-profit law and compliance consultant based in Dallas, Texas, primarily serving pro-life clients and pro-life pregnancy centers. Jeanneane is an attorney and nationally recognized speaker and pro-life advocate.

From 2012 through 2015, she served as vice president of external affairs and corporate counsel for Americans United for Life (AUL), the legal architects of the pro-life movement and one of the first national pro-life organizations in the United States. In this role, she oversaw the communications, development, operations, and coalition departments of AUL. From 2008 through 2011, Jeanneane served as the general counsel of Care Net, a pregnancy center affiliation network with over 1,200 pregnancy center members. In this role, she oversaw the legal education and advocacy program for the Care Net network of pregnancy centers, successfully leading pregnancy centers through numerous advocacy battles and attacks from Planned Parenthood and NARAL Pro-Choice America.

In 2016, Jeanneane was unexpectedly diagnosed with Grade IV Glioblastoma, an aggressive form of brain cancer.  Jeanneane’s battle with cancer was featured on “Behind the Mystery,” a series on Lifetime.

An avid spokesperson on life issues, Jeanneane frequently appears in media, including a Christian Broadcast Network feature story on pro-life pregnancy center advocacy airing on “The 700 Club,” ABC World News Tonight with Diane Sawyer, The Mike Huckabee Show, and the New York Times among others.

She has also been widely published in print media including the Daily Caller, Christian Science Monitor, the Washington Times, Real Clear Religion, and the Ethics and Religious Liberty Commission. She has been actively involved in pro-life legislative battles, and has been called to testify before dozens of state legislative bodies.

Also serving as an educator on legal issues, Jeanneane has lectured in law schools and at numerous national conferences hosted by a range of non-profit organizations, including Care Net, Heartbeat International, and the American Association of Christian Counselors, as well as dozens of webinars and regional workshops.

Jeanneane co-authored a 600+ page manual entitled Legal Solutions: A Legal Resource for Life-Affirming Pregnancy Help Organizations, which is among the most widely used resources in the Pregnancy Help Center movement. Jeanneane has a standing column on law and ethics in Christian Counseling Today Magazine. Jeanneane also served as faculty for two curriculums for the American Association of Christian Counselors, Introduction to Crisis Pregnancy Care and Caring for People God’s Way.

Additionally, from 2012 to 2016, Jeanneane has served as an associate editor of Defending Life, an annual publication surveying pro-life progress and climate in the United States. In college she authored an award-winning thesis entitled Richard Nixon’s Rapprochement with China, 1969-1972: An Important Yet Overly Praised Step in American Foreign Policy.

Jeanneane served as a summer clerk for Justice Robert Cordy of the Massachusetts Supreme Judicial Court and interned for William Duane Benton then of the Supreme Court of Missouri. She practiced as a commercial litigation attorney at Devine, Millimet and Branch in Manchester, New Hampshire.

She holds a Bachelor of Science in political science and history from Westminster College, graduating summa cum laude and a Juris Doctorate from Boston University School of Law, graduating cum laude. At Westminster College she was named a Winston Churchill Scholar, and a Dean’s Scholar at Boston University School of Law. In 2016, Jeanneane was named the “Young Alumni of the Year” from her alma mater, Westminster College. In 2022, Jeanneane was awarded the Peggy Hartshorn Servant Leader Award from Heartbeat International.

Illinois HB4221 amounts to nothing more than “lipstick on a pig” in that it is merely another attempt, in a long line of similar attacks, to legislate pro-life pregnancy help centers out of existence.  In doing so, the proposed bill ignores the needs of women, the near-unanimous gratitude they express for the services they receive at centers, and numerous court rulings that have affirmed the centers’ freedom of operation and awarded them judgments against jurisdictions seeking to harass them.
